Random drawing

Selection of a winner from the pool of eligible entries by a method that gives every eligible entry its stated chance.

A defensible draw has four properties: the eligible pool is frozen when entries close, duplicates and ineligible entries are removed on criteria you published in advance, the selection itself is random, and the result is recorded in a form you could show later.

Scrolling a comment list until you stop satisfies none of them, and the problem only becomes visible when someone disputes the outcome. If the first winner is disqualified or never responds, the alternate is drawn the same way, and that draw is recorded too.
