The published conditions an entrant must meet to enter and win — usually a minimum age and a defined geographic region.
Eligibility is where a promotion's scope is actually decided, and "open worldwide" quietly imports every jurisdiction's promotion rules, export restrictions, shipping reality, and tax treatment. Narrowing the region is usually the cheapest compliance decision available to a creator.
A workable eligibility statement names the countries, states, or provinces you are open to, any exclusions and why they exist, the minimum age, and the people who cannot enter — you, your team, and immediate family. Age minimums vary by jurisdiction and by prize type, so "18+" is a default rather than a universal answer.
